SBS is an independent national public service media organisation operating under the Special Broadcasting Service Act 1991 (Cth) (SBS Act). The SBS Act imposes a range of duties which SBS must undertake in performing its principal Charter function: '...to provide multilingual and multicultural broadcasting and digital media services that inform, educate and entertain all Australians, and, in doing so, reflect Australia's multicultural society'. These duties include developing codes of practice relating to programming matters and notifying those codes to the Australian Communications and Media Authority, developing and publicising SBS’s policies on the handling of complaints, ensuring that SBS news and information is accurate and is balanced over time, and developing guidelines on matters relating to advertisements and sponsorship announcements and community information.
